| Central Asia Drug Action Programme (CADAP 2)
The overall objective of CADAP is to foster a development-oriented drug control strategy in Central Asia that ensures a sustained reduction of drug consumption and trafficking in line with European Commission drug strategies:
- A public health approach to drug demand;
- An interdiction-based approach to drug trafficking.
CADAP 2 is comprised from the following projects:
Legal Assistance: this project will improve current anti-drug legislation in the region and reinforce operational capacity of judges and prosecutors in the areas of judicial co-operation (mutual legal assistance and controlled delivery). This project is subcontracted to UNODC for implementation.
Drug control at airports: this project will build upon the first phase of the project (CADAP1). It will establish in main airports of the region a drug intelligence unit whose role will be to improve drug profiling and intelligence sharing. Training and equipment will be provided. This project is subcontracted to UNODC for implementation.
Drug control at seaports: this project will reinforce the interdiction capacity at the seaports of Aktau (Kazakstan) and Turkmenbashi (Turkmenistan). The project will (i) reinforce inspection teams (rummage team) and (ii) intelligence unit in charge of drug profiling. The project should also facilitate close contacts and information exchange between on the one side Aktau and Turkmenbashi seaports and on the other side Baku seaport in Asbaijan being the main receiver of cargo from the two first seaports.
Drug control at land borders: this project will reinforce landborder posts located along drug trafficking routes. In each country several critical border posts will be selected. Each post will receive training and equipment to improve their drug control capacity. Implementation of this project will be done in close co-ordination with the BOMCA programme (Border Management Programme for Central Asia) and the EC Customs programme.
Drug intelligence prints: this project will support the development of drug intelligence print within law enforcement agencies in the region. These intelligence prints should enable the fight against drug trafficking to be more effective. The project will be closely co-ordinated with similar initiatives currently being implemented in the region and notably with UN ODC. This project is subcontracted to UNODC for implementation.
Drug Abuse Monitoring print: DAMOS is the second phase of the National Drug Information prints project (NADIN) implemented in 2002-2004. On top of the Focal Points and the Drug Information networks established by NADIN, DAMOS will create a drug abuse observatory within the department of epidemiology of Ministry of Health of each country.
Drug prevention in prison: this project will develop drug abuse prevention, treatment and reinsertion measures in selected prisons in central Asia. The project will be based on EU expertise in this field. This project is limited to Kyrgyzstan.
Programme Management Office: A joint CADAP-BOMCA programme management office (PMO) is established in Bishkek) close to the EC-Delegation Office to monitor, co-ordinate and reinforce the activities of the two programmes. The Regional Office is staffed with a CADAP-BOMCA Regional Programme Manager, 2 Deputy Regional Managers, 2 Project Managers, and Head of DEX Unit as well as local support staff.
